Travel restrictions part two

I’m not sure if I’m just reading things too literally, or the TSA just can’t write intelligently. From http://www.tsa.gov/travelers/airtravel/prohibited/new-items.shtm

Small amounts of Baby formula and breast milk if a baby or small child is traveling

Liquid prescription medicine with a name that matches the passenger’s ticket

Up to 8 oz. of liquid or gel low blood sugar treatment
-
Up to 4 oz. of essential non-prescription liquid medications
-
Gel-filled bras and similar prostethics worn for medical reasons
Then right below that:
Only the items mentioned above are permitted in your carry-on bags. If you have questions or doubts on certain items, place those in your checked baggage.
Am I the only one that reads the above statements to mean that you can only bring on those few items on the list in ‘carry on’ luggage? Seems pretty obvious to me. But another page on the TSA site says:
Electronic Devices
Laptop computers, cellular phones, iPods, and other portable electronic devices are allowed on board an aircraft. These items must still be screened at the security checkpoint.
So now I’m more confused. What did the first bold statement mean? Are these pages out of date with each other? Hard to say because there’s no dates on them.
Why can’t the government write clearly, concisely, and without so much amibguity and/or contradicting statements?
